Convicted Murderer Escapes Through Fence at Tennessee Prison Already Under Scrutiny
A man serving a life sentence for murder slipped past a perimeter fence at Northwest Correctional Complex and remains at large two days later, reviving questions about security at a prison already facing dozens of indictments over inmate violence.

A Tennessee inmate serving a life sentence for murder was still at large Tuesday, two days after he slipped through a perimeter fence at a West Tennessee prison and fled in a stolen pickup truck, according to the Tennessee Department of Correction.
Jacob Allen Morley, 28, was discovered missing from the Northwest Correctional Complex in Tiptonville around 11:30 p.m. Sunday, when staff conducted an emergency count after failing to locate him, the department said. A review of security camera footage showed Morley had breached the facility's perimeter fence and walked out still wearing his state prison uniform. The department has not said how he got through the fence or whether it was damaged or cut.
A Stolen Truck and a Widening Search
About 90 minutes after staff noticed him missing, surveillance video captured Morley taking a white 2008 Ford F-350 pickup bearing Tennessee plates and a Lindamood Planting Company logo on the door, authorities said. A camera at the Hornbeak Fire Department, roughly 15 miles from the prison, recorded the truck passing by at 1:18 a.m. Monday. Tiptonville sits about 90 miles north of Memphis in Lake County, a sparsely populated agricultural area along a bend of the Mississippi River.
The Tennessee Bureau of Investigation added Morley to its Most Wanted list on Monday, listing him as 5-foot-11 and about 240 pounds with brown hair and green eyes, and warning that he "should be considered dangerous." A reward of up to $2,500 is being offered for information leading to his arrest. The Tennessee Highway Patrol has deployed aviation units and additional troopers to the area, and officers have searched and cleared buildings and outbuildings near the prison without locating him, the corrections department said.
Morley is serving a life sentence out of Carter County, in northeast Tennessee, for the 2022 killing of Cody Birchfield, a co-worker whose body was found hidden beneath Morley's home weeks after Birchfield was reported missing by a family member, along with convictions for aggravated burglary, tampering with evidence, evading arrest and vandalism. Deputies identified Morley as a suspect after witnesses said Birchfield was last seen with him, and he was taken into custody in North Carolina following a high-speed chase. Carter County sits on the opposite end of Tennessee from the prison he fled, hundreds of miles to the east.
"We urge anyone with information to contact 911 immediately," the Tennessee Department of Correction said in a statement announcing its response to the escape, adding that "public safety is our top priority."
A Prison Already Under Scrutiny
The escape adds to a difficult year for Northwest Correctional Complex, a 1,776-bed state-run men's facility that has drawn scrutiny over conditions behind its walls. In July, a Lake County grand jury handed up 50 indictments in 19 separate cases tied to violence inside the prison, including murder charges in five inmate deaths dating to 2025 and 2026, according to Lake County District Attorney General Danny H. Goodman Jr., as reported by NewsChannel 9. Two former prison employees were among those charged, with counts including official misconduct and aggravated assault. A 2023 state audit had already flagged the facility for a correctional-officer vacancy rate above 60 percent.
Tennessee Department of Correction officials have not addressed whether staffing levels played any role in Sunday's escape. The department's public statements have focused on the search rather than on how Morley was able to reach and cross the perimeter undetected for more than an hour before the missing count was called.
The complex traces to 1981, when the state opened the Lake County Regional Correctional Facility on the same grounds; a second unit was added in 1992 to form the combined Northwest Correctional Complex. It has operated for more than four decades as one of the state's larger men's prisons in a remote corner of northwest Tennessee, miles from the nearest sizable town. The department, led statewide by Commissioner Frank Strada, has not announced any change in leadership or operations at the facility since the escape.
Community on Alert
Residents in Lake and neighboring counties have been asked to check doorbell, trail and home security cameras for any sign of Morley or the stolen truck, and told not to approach him if spotted but instead to call 911 or the TBI tip line. Lake County is among the least populous counties in Tennessee, and the manhunt is unfolding across a landscape of farm fields, levees and small river towns bordering the Mississippi, terrain that offers a fleeing inmate few places to hide for long without being seen. The department also canceled weekend visitation at a separate facility, the Mark Luttrell Transition Center in Memphis, as agencies redirected resources toward the search, according to CBS News.
For the family of Cody Birchfield, Morley's victim, the escape revives a case that was only resolved after his body was discovered in a box beneath Morley's Carter County home, far to the east of the prison he fled. The Tennessee Bureau of Investigation and sheriff's deputies across the region have been coordinating with corrections officials since Monday, though no agency has publicly indicated it has a specific lead on Morley's location, KSL reported Monday evening.
What's Next
As of Tuesday morning, Morley remained unaccounted for and the search was continuing, with the corrections department saying it would release further details as they become available. The Tennessee Department of Correction has not said whether an internal review of the fence breach or staffing at the time of the escape has begun, and it did not immediately respond to questions about whether disciplinary action is being considered. Anyone with information is asked to call 911 or the TBI at 1-800-TBI-FIND, rather than approach Morley directly.
