The United States has just closed out the hottest summer in the 132 years the National Oceanic and Atmospheric Administration has been keeping a national temperature record, and the country's safety net for the people most exposed to that heat is, by design, thinner than it was a year ago. Those two facts belong in the same sentence, because taken together they describe a nation that keeps setting climate records while dismantling the machinery meant to respond to them.

What happened

NOAA's National Centers for Environmental Information reported that meteorological summer 2026 averaged 74.4 degrees Fahrenheit across the contiguous 48 states, edging out the previous record — a virtual tie between the Dust Bowl summer of 1936 and the summer of 2021 — by four-tenths of a degree. August alone averaged 75.6 degrees, the warmest August since national record-keeping began in 1895, with daytime highs also the hottest ever measured for the month. It was not an isolated spike: NOAA's own accounting shows four of the five hottest summers on record have now occurred in the past five years.

The numbers behind the headline

The heat arrived paired with dryness. Precipitation for August ranked in the driest third on record nationally, and by September 1 nearly 59 percent of the contiguous United States sat in some category of drought, a jump of more than ten percentage points in a single month. Oklahoma entered the fall with the entire state in drought and more than 13 percent rated "exceptional," the government's most severe category. Farther west, the Colorado River's largest reservoir told its own version of the story: Bureau of Reclamation gauge data show Lake Mead falling to its lowest surface elevation since the reservoir was filled nine decades ago, edging toward the 1,035-foot threshold at which Hoover Dam's turbines begin shutting down. Layered on top of the heat is a rapidly strengthening El Niño; the Climate Prediction Center's latest diagnostic discussion puts the odds of a "very strong" event this fall and winter above 90 percent, with a three-in-four chance it becomes the most intense El Niño in the record dating to 1950.

Context: a pattern, not a fluke

Summer heat records used to arrive a decade or more apart. They now arrive in clusters. NOAA's data show 2022 and 2024 already rank fourth- and fifth-hottest on the same list that 2026 now tops, meaning the record book has been rewritten three times in five years. Scientists who study the trend describe it less as anomaly than trajectory. Andrew Dessler, a climate scientist at Texas A&M University, told wire service reporters the pattern "is occurring exactly as forecast by scientists literally decades ago," and the open question is not whether the country keeps breaking heat records — it will — but whether policy catches up before the next one lands. NOAA's own climate scientist Karin Gleason, describing how narrowly 2026 pulled ahead of 1936, called the margin "like a photo finish," a phrase that undercuts any temptation to treat the new record as a rounding error.

Who is affected

The burden is not evenly spread. Outdoor and indoor workers without air conditioning — farmworkers, delivery drivers, warehouse and kitchen staff — carry the most direct physical risk, and they are also the group a stalled federal rule was written to protect. The proposed OSHA heat injury and illness prevention standard, published in 2024, would require employers to provide water, shade and rest breaks once workplace heat indexes cross set trigger points. Its post-hearing comment period closed nearly a year ago, and OSHA's own rulemaking tracker shows no further movement since; the agency's separate heat inspection emphasis program, meanwhile, was allowed to lapse this spring before being replaced with a narrower version. Farmers and ranchers across the drought belt face a second kind of exposure, in crop losses and dwindling irrigation water. And the roughly 40 million people who depend on the Colorado River system for drinking water and power face a slower-moving but structural risk as Lake Mead approaches the elevation at which hydropower generation itself starts to fail. Public health data reinforce the stakes: the Centers for Disease Control and Prevention has documented that extreme heat now kills more Americans annually than hurricanes, tornadoes and floods combined, with cardiovascular and respiratory strain compounding classic heat stroke as causes of death.

What people are saying

The scientific reaction has been notably impatient rather than merely descriptive. Michael Mann of the University of Pennsylvania has argued publicly that the trajectory is not fixed, only that it will not bend on its own: warming stops, in his framing, only once net carbon emissions reach zero, which reframes each new record as a policy failure as much as a meteorological one. That framing collides directly with the administration's regulatory posture. More than a year after the rule's post-hearing comment period closed, OSHA's own rulemaking page lists no further scheduled action, and the deregulatory tone the White House has set across agencies gives little reason to expect one soon. Industry groups that opposed the rule's rest-break and monitoring mandates have argued state-level heat rules, which exist in only a handful of states, are sufficient; labor advocates counter that a state-by-state patchwork leaves most of the outdoor workforce with no enforceable protection at all.

What happens next

The immediate forecast offers little reassurance. Forecasters expect the strengthening El Niño to peak between October and December, a pattern historically associated with warmer, drier conditions across the southern United States through winter — precisely the region already carrying the worst of this year's drought. Sea-surface temperatures already suggest 2026 could stand as the planet's hottest calendar year on record once final figures are tallied. On the policy side, nothing currently on the calendar points toward resolution: OSHA has given no date for a final heat standard, the reservoir math on the Colorado River leaves managers with steadily narrowing options, and Congress has shown no appetite to legislate heat protections directly. The result is a widening gap between the frequency with which the climate system is delivering unprecedented heat and the speed at which the institutions meant to manage its consequences are moving. Every summer that gap persists, it is outdoor workers, drought-stricken farms and an overtaxed Colorado River that absorb the difference.
